New Grant For Military First-Time Home Buyers

The Pentagon Federal Credit Union Foundation (a non-profit national organization)  through its Dream Makers Program,  is offering financial assistance for Veterans who are first time homebuyers.  

Active Duty personnel, Veterans, Retired Members of the Military, Employees of  the Dept. of Defense &  the Dept. of  Homeland Security may be eligible for the housing down payment & closing cost grant of $5,000.00 if buying their first home.  The grant monies  may be applied to any mortgage and/or closing costs  issued by any financial institution.

Many members of the military put off buying a home because they might not have adequate funds for the down payment as they are moving around quite a bit early in their careers.   This grant creates immediate equity (however small) and helps to fund the downpayment and closing costs  of the Veteran who is applying for the loan; at a time when coming up with $5000.00 may be an added difficulty/or a deal breaker.

Requirements:

1.  Military Affiliation:  Active Duty, Reserve, National Guard, Veteran, Employee of Dept. of Defense or Homeland Security

2.  First Time Homebuyer or has not owned a home for the last 3 years or a home was “lost” due to divorce or disaster.

3.  Gross husehold income, including all allowances used to qualify for a mortgage, is  a maximum of $55,000.00 per year or 80% of a community’s median income based on family size demographics.

Change In Rules Hope to Help Veterans To Buy Homes

There is a proposed “change in the rules” to help in the process for Veterans, who are using their VA Home Loan Benefit to apply &  purchase a home.

At this time Veterans who are applying are not allowed to pay for their own Pest Inspection during the negotiations and buying process-this in turn makes the process more complicated in the negotiations with the seller; who may not be willing to pay for this additional fee.  In the case if the property is an REO (Bank-Owned) the Lender would typically be picking up the charge.

The comittee , National Association Of REALTORS(TM)’ Federal Housing Policy Commitee, is seeking legislative action through Congress to lift the ban and “allow VA borrowers to negotiate all fees and closing costs.”

Banks Push Home Buyers For Higher Down Payments

The Obama Administration last week called for gradually increasing the down payment to a minimum of 10% down on Conventional Loans.  This applies to loans that can be purchased or guaranteed by Fannie Mae or Freddie  Mac.  The banks are requessting more from their borrowers in order to offset the bank’s risk as home prices continue to fall in most parts of the country.  The other reason often cited is the larger down payment will discourage delinquency’s.

Borrowers who can’t afford the larger down payment seek assistance through loans for Veteran’s that are backed by the FHA, and only requires 3.5% down payment, if qualified.  Low down payment, low interest rate Agricultural loans are also available through the US DEpt. of Agriculture.  HUD has a number of special programs available to Firefighters, EMT”s Police and Teachers; HUD qualified homes are available through “The Good Neighbor Next Door Program”.  The program essentially offers HUD qualified homes where the list price is discounted by 50% and requires a $100.00 down payment.

Veteran Affairs 2011 Loan Limits Published:

The US Department of Veteran’s Affairs announced the loan limits for the LOAN GUARANTY HOME LOAN PROGRAM.  The new limits go in effect January 1, 2011 and are in effect through September 30, 20100 ( 9 months).  While the VA does not have a maximum loan limit, there are loan limits for particular Counties in the United States.  A Veteran with full ENTITLEMENT available may borrow up to the 2011 VA limit where the VA will guarantee 25% of the loan amount.  If the entitlement has not been fully restored the maximum gurantee will be reduced accordingly.

HUD & VA Join to Help Veterans

To help prevent homelessness among veterans, especially those returning from Iraq and Afghanistan, the Dept. of  Housing & Urban Development and the Department of Veteran’s Affairs are joining together to invest $ 15 million in housing assistance in 5 key communities near military bases.  Each community will receive $2 million in housing assistance that will include rental assistance, security deposits, utility payments, and case management.  The Department of Veteran’s Affairs will also provide healthcare.

The communities noted are:  MacDill Air Force Base; Tampa, Fl.  MacDill  will also receive $1 million earmarked for the VA Medical Center; Camp Pendleton; San Diego, Ca.  Camp Pendleton will also receive $1 million earmarked for the VA Medical Center;  Fort Hood; Kileen, Tx.; Fort Drum; Watertown, NY.; and Joint Base Lewis-McChord near Tacoma, Wa.

There will also be an additional $1 million earmarked for VA Medical Centers in Dallas, Syracuse, NY and American Lake in Washington.
